No, you do not spend real money but fake money. Ever time you post(in most of the forums here) you get a certain amount of minerals and gas. You can use this to buy items form the store such as avatars, pets, poll, and so on. As for the "0 of 3" that is how many topics, and posts you have. It is made to help manage spam at this site. The numbers are for every hour I think, but not sure.

Ok well i found the store and I got a donation from someone to actually get an avatar WOO! but how does the payment work? by word and character count? how many spelling mistakes you DON'T have? how quickly you replied to a post? *-*

It is just how many words, there is a limit, I'm unsure what it is.
